UN Forum Pushes for Traceability and Global Interoperability in Textiles and Materials Chains

GENEVA — Global stakeholders from across the textile, garment, and raw materials sectors have signaled a strong readiness to unite under a shared framework to enhance traceability and sustainability data.

Convened by the United Nations Economic Commission for Europe (ECE)—reporting under the broader purview of the Economic and Social Council (ECOSOC) of the United Nations—the fifth session of the Team of Specialists on Environmental, Social and Governance Traceability of Sustainable Value Chains in the Circular Economy (ToS-ESG-SVC-CE) brought together participants focused heavily on overcoming fragmentation in global trade.

Key Issues in the Textile and Garment Sector

  • Policy Obstacles and Alignment: Existing policies can either enable or obstruct global alignment. A primary challenge is demonstrating effective practices to meet evolving policy targets, particularly in implementing Digital Product Passports (DPPs).
  • Terminology and Data Fragmentation: The sector suffers from a lack of uniform language, documentation rules, and standardized data requests, which complicates cross-border tracking and compliance.
  • Balancing Incentives and Confidentiality: Stakeholders face difficulties in motivating supply chain actors to collect and share high-volume, high-quality data while simultaneously preserving business trust and data confidentiality.

The Business Case and Circular Economy Integration

Experts at the session outlined that improved traceability and cross-sectoral interoperability deliver concrete financial and operational value.

  • Commercial Value & Efficiency: Enhanced data accessibility leads to more efficient customs clearance, improved access to trade finance, reduced counterfeiting and provenance fraud, stronger supply-chain resilience, and better market access. Furthermore, superior sustainability performance and high-quality data directly enhance supplier competitiveness.
  • Circular Economy Support: Traceability data acts as a foundational pillar for circularity, ensuring that materials can be safely tracked, recovered, and recycled at the end of a product’s lifecycle.

Critical Raw Materials Focus

Expanding beyond textiles, the session addressed critical raw materials and critical energy transition minerals. Participants noted persistent challenges, including fragmented data systems, a lack of common benchmarks, complex governance, and unclear data ownership. Solutions emphasize mutual recognition of sustainability schemes, decentralized data models, privacy-by-design approaches, and inclusive traceability design that accommodates artisanal and small-scale miners.

Proposed Action Points & Priorities for 2026 Onwards

To address these vulnerabilities, industry representatives outlined core priorities:

  • Global Standardization: Achieve global alignment on core terms, definitions, and documentation requirements.
  • Piloting Digital Solutions: Implement practical pilots and demonstrations for standards that allow the digital access and exchange of data across networks.
  • Scalable Frameworks: Build upon existing initiatives, prioritizing steps based on feasibility and expected value, starting with fundamental data point alignment.
  • Stakeholder Engagement: Roll out a scalable workplan featuring use-case-specific working groups and broad governance structures, kicking off structured stakeholder engagement.

Over 150 stakeholders participated in the session from 37 United Nations Member States: Albania, Argentina, Australia, Austria, Barbados, Belgium, Brazil, Cambodia, Canada, Chile, China, France, Germany, Greece, Guinea, Hungary, India, Italy, Japan, Republic of Korea, Mauritius, Mexico, Morocco, the Netherlands, Pakistan, Peru, Philippines, Portugal, Russian Federation, Singapore, Slovenia, Spain, Sweden, Switzerland, United Kingdom of Great Britain and Northern Ireland, United States of America, and Uzbekistan.
